It is not accorded condominium status, even though the development may include facilities associated with a condo.

Inside your four walls, you generally have the freedom of a landed home, though structural changes can still need sign-off.

Outside them, because the whole cluster is one coherent development, the facade is not entirely yours to change, and the MCST has a say. URA’s strata landed housing guidelines set the frame. When you are reimagining it, try to keep the ground floor as open as the structure allows — living, dining and kitchen flowing into one another, then out to the private enclosed space.

One thing that we often keep in mind while renovating the ground floor is that we design it for social gatherings. Singaporeans love to host, so their home should be a place where friends and family gather, cherish and celebrate without feeling claustrophobic.

A generous kitchen island, clear sightlines towards the garden and a continuous flooring or material palette can all help the space feel more connected.

Get the ground floor breathing and the whole house feels bigger.

Style tends to be set here too, because it’s the floor guests see. Calm and clutter-free design styles like Scandinavian and Japandi are some of the popular options we see in Cluster homes around Singapore.

A consistent base of warm timber, stone or lighter tones gives you more room to introduce character through furniture, lighting and feature walls without making the floor feel visually fragmented.

Here on the ground floor of French Chic, we went for Scandinavian interior design with beige and light wood tones that would reflect more natural light and brighten the room. Additionally, we added a white feature wall to make the room pop.

Notice how the floor space opposite the feature wall does not have carpet in front of it? That’s deliberate! Rather than dividing the living areas with another wall or bulky piece of furniture, the change in flooring helps define the zones while keeping the sightline open. This separates the two areas without making the room feel smaller.

How To Renovate The Staircase: The Spine of the House

Every cluster house has one element a flat never will have

A private staircase.

Placed well, it becomes the sculptural centre of the home and a light well that pulls daylight down through all floors.

Placed badly, it eats the floor on every level and leaves the core dark. Treat it as furniture, not circulation: the material of the treads, the design of the balustrade, and what you can see through and past it as you climb. Leave a void beside the stair, and the house design starts to feel incomplete.

In Spatial Contrast, the area beneath the staircase was treated as part of the composition rather than left as dead space. Artwork and carefully placed decor give the wall and staircase a purpose.

Now, it does not feel like you’re walking up against a blank wall.

Upstairs: The Private Floors

Climb up, and the house changes character. The upper storeys are like the sanctuary of most homeowners; it’s where their privacy lives — bedrooms, the master suite, and often a small family lounge that keeps everyday life off the formal ground floor.

The job here is comfort and light, not spectacle: windows placed for morning sun over afternoon heat, built-in storage that keeps rooms serene, a quieter colour palette for rest.

The Top: How to Redesign the Attic and Roof Terrace

The top of a cluster house is its reward. Within the permissible envelope, an attic can become a study, media room or guest retreat — URA’s flexibility on attics and mezzanines adds usable space without a full storey.

Beyond it, the roof terrace is landed living’s private sky garden: an outdoor room for dining, a plunge pool (where structural loading and approvals allow) or simply the view.

Design it like a room but add weather-durable finishes, real drainage, planting for sun and wind, and a threshold that flows out from the floor below. Look at these design ideas we followed in Coastal Living. The catch is always the same: light and air. A sunken courtyard, a light well borrowed from the stair, and proper mechanical ventilation are what separate a basement you use from one you avoid.

How Much Does Cluster Renovation Cost in 2026?

There’s no honest flat rate. Renovations around multi-level homes vary too much depending on the condition of the house and the design style that you decide to follow.

However, as an estimate, a mid-range cluster or strata-landed renovation in Singapore commonly starts in the low-to-mid six figures, roughly S$150,000–300,000, and climbs beyond that once you add a basement fit-out, a home lift or extensive structural work.

The only reliable figure comes from a site assessment. Budget for a longer timeline than a condo or HDB job, and keep a contingency for the surprises an older multi-storey house tends to hide.

Cluster-house Renovation Mistakes That You Need to Avoid

The same handful of mistakes come up again and again:

Fighting the natural light: Adding too many walls or leaving deep, narrow spaces in the house can go dark unless you design a light well. One way to avoid it is designing a stair void or a courtyard early in the renovation.

Placing the staircase badly: A stair in the wrong place steals the floor on every level. A staircase should be positioned around the way people actually move through the house, while considering daylight, structure and the relationship between the floors. A corner can work well in some layouts, but it is not automatically the best position.

Over-designing each floor: A different bold idea per storey reads busy and overdone; let one calm language run through the house.

Forgetting storage and services: No matter how big the house is, storage is important. Plan under-stair storage, a service yard and aircon ledges when you start the renovation.

Leaving the MCST until last: Facade and external changes need sign-off; find that out at the start, not mid-demolition.

Ready to Renovate Your Cluster Home?

Joinery plays a particularly important role in a cluster house. Stair details, full-height wardrobes, kitchen cabinetry and built-ins all need to work across multiple levels without making the home feel fragmented.

Space Factor handles carpentry in-house, allowing the joinery to be coordinated closely with the wider interior design. You can see this approach across projects such as French Chic @ Ashwood Grove, Spatial Contrast @ Jln Seruling and Coastal Living @ Meng Suan.

Browse the landed portfolio to see how different landed homes have been planned and finished.

The aim is simple: each floor should have its own purpose, but the house should still feel like one home from the entrance to the top floor. Under URA rules, each unit must have at least 50sqm of ground contact. It is managed under strata title with condo-style shared facilities, but URA classifies it as landed housing rather than a conventional condominium.

How is designing a cluster house different from a normal landed house?

You own a multi-level house, but it sits on strata land with an MCST, so external and facade changes must stay consistent with the development and get MCST approval, on top of URA and BCA rules. Inside, you generally have full landed freedom across several storeys, an attic, sometimes a basement, and usually a roof terrace, though some structural works still need approval.

How many storeys can a cluster house have?

It depends on the landed housing area. URA sets a maximum building height of 12m for a 2-storey area and 15.5m for a 3-storey area, measured from the allowable platform level. Attics and mezzanines can be worked into the permissible envelope for extra usable space without adding a full storey.

What is the best layout for a cluster house?

Place the social spaces — living, dining and kitchen — on the ground floor, bedrooms on the upper floors, and flexible or entertainment space in the attic or basement. A well-placed, well-lit staircase and generous glazing keep a multi-level home connected and bright.

Do I need approval to renovate a cluster house?

It depends on the work. Some minor building works may not require BCA plan approval, but homeowners should not assume that all interior renovation is exempt. BCA advises private-property owners to check whether approvals or clearances are needed from BCA and other authorities such as URA, and to comply with applicable MCST by-laws.

If the renovation involves structural work, the relevant Qualified Person will need to advise on the required submissions. Where structural plan approval is required, a permit must be obtained before the structural works begin.

A cluster house asks a design question no other Singapore home does: how do you make a multi-storey house feel like one connected home? It is not accorded condominium status, even though the development may include facilities associated with a condo. Inside your four walls, you generally have the freedom of a landed home, though structural changes can still need sign-off. Outside them, because the whole cluster is one coherent development, the facade is not entirely yours to change, and the MCST has a say. URA’s strata landed housing guidelines set the frame. Once you understand this, every later decision gets easier. You own a whole house. You just don’t own the outsides entirely alone. It helps to see where a cluster house sits between the two homes people compare it to: Cluster (strata-landed) Landed house Condo unit Land title Strata Individual Strata Shared pool/gym Yes No Yes MCST management Yes No Yes Facade freedom Limited — must match the cluster High None (common property) Levels 2–3 + attic/basement 2–3 + attic/basement Single (unless duplex) Private roof terrace Often Common Rare Cluster House Renovation Process: Step-by-Step Floor-by-Floor Cluster House Renovation Designing The Ground Floor: The Social Heart The ground floor receives the most footfall in the whole house. How To Renovate The Staircase: The Spine of the House Every cluster house has one element a flat never will have A private staircase. Upstairs: The Private Floors Climb up, and the house changes character. The Top: How to Redesign the Attic and Roof Terrace The top of a cluster house is its reward. Design it like a room but add weather-durable finishes, real

[585

post-9750","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-interior-design

Cluster House Design in Singapore: Floor-by-Floor Guide - Space Factor

<meta name="description" content="Planning a cluster house design in Singapore?
